Good rainfall amounts for Northern California. 3-5" for SF. Redding is starting its rainy season in a big way too. 4-8" there.

Phoenix had more rain than Portland for November 2019.

Blythe, CA: 1.80"
Phoenix: 1.55"
Portland: 1.52"
Hillsboro (west of Portland): 1.16"

November was very dry. My area (south Orange County) had no rain for this season until November 27th. But in just three days, we've more than surpassed the average total for season to date.

Down here in Tucson we got 2.76”, more than much of the PNW including Seattle and Portland. 0.04” more than San Diego.

LA County had the rainiest November in years even though it didn't start raining until after Nov 19.

Northern CA, however, has seen far more rain and will see more rain. Greenfield saw 16" of rain, Sonoma County got 11".

17.26" of rain recorded in 72 hours in Mining Ridge, CA just south of Monterey! Wow that's impressive. Even places like Miami usually don't record that in 72 hours during their worst thunderstorms:

Localized flooding in LA, the rainy season is helping CA (well not this guy but farmers, the snowpack, and the reservoirs) but the Pacific NW is on the losing end of the stick, they are behind on moisture:
