On August 20, 2021 daily low in Međi do was -1.7c. Frost in August was also recorded in 2016, and frost in June and July in 2015.

Yes, that area is extremely wet. Unfortunately there are very few uninhabited areas in Europe where precipitation is measured.
It's estimated that parts of the Scandinavian Mountains get over 5 000 mm (mainly glaciers), parts of the Scottish Highlands get over 6 000 mm, and Myrdalsjokull in Iceland may get over 10 000 mm (!) of precipitation.

I don't know. I only found link with data about temperature measurements in Međi Do in 2015 and 2016, and information about daily low of -1.7c on August 20, 2021 i heard on Montenegrin weather forum.
I mentioned Kosanica, Karajukića Bunari, Veliko polje and Sjenica in previous posts. I forgot to mention Plana in Bulgaria and Tutin in Serbia as places with potential for very low temperatures. In the morning on January 25 on Serbian weather forum appeared information about -30c in Tutin (https://thegpscoordinates.net/serbia/tutin) and in the same time Bulgarian user from same forum wrote that low in Plana (https://en.wikipedia.org/wiki/Plana,_Bulgaria) is also -30c.
On the site of Serbian hydrometeorological service temperatures in Sjenica and Karajukića Bunari can be monitored every 15 minutes, but there is no Tutin and weather station there exist. There is only data for Tutin for several years in the past and often had lower extremes than Sjenica regardless lower elevation (station in Tutin is at 867 m, and in Sjenica at 1038 m). For example lowest temperature in Tutin in February 2012 was -29c and in Sjenica -26.8c. On 25/01 2022 when the information about low of -30c in Tutin was published low in Sjenica was -24.8c https://i.postimg.cc/W4Mchsm4/tmin.png
Btw today's daily low in Kosanica was -17.1c, and average low in these 27 days of January is -14.1c

Except Ulcinj slightly colder than old 1961-90 average in January 2022 were basins/valleys in the north; Pljevlja (station is at 784 m) had mean temperature -2.9c, Bijelo Polje (606 m) had -2.4c, and Berane (691 m) -2.1c. Average for 1961-90 in Pljevlja is -2.8c (https://en.wikipedia.org/wiki/Pljevlja#Climate), in Bijelo Polje -1.9c (https://en.wikipedia.org/wiki/Bijelo_Polje#Climate), and in Berane -2c (https://en.wikipedia.org/wiki/Berane#Climate)
Interesting place is Gradac (https://en.wikipedia.org/wiki/Gradac,_Pljevlja) where station exist since February 1, 2021 same as in Kosanica. Regardless station in Gradac (700 m) is at little lower altitude than in Pljevlja measurements in previous 1 year showed that Gradac is colder than Pljevlja. Mean temperature in Gradac in the previous month was -3.6c https://abload.de/img/cgtsr-januar2022-500-kvkz5.jpg (extreme low in month in Gradac was -21.1c and in Pljevlja -19.7c).
Several times in January daily high in these basins/valleys (Gradac, Pljevlja, Bijelo Polje, Berane) were bellow 0c and lower than in Kosanica who was above 0c due to inversion. In that days Kosanica had clear sky and these other places which i mentioned had fog in the central part of day, but daily lows were much lower in Kosanica.
I mention that Kosanica (1320 m) "beat" higher Žabljak (1450 m) in mean temperature (-6.6c in Kosanica / -4.2c in Žabljak). Kosanica also "beat" significant higher station Viline Vode (1810 m) where mean was -5.5c
