It seems you are right. I checked in the database of RHMZ (there is data for all republics of former Yugoslavia for period 1949-1985), and it's written -31.1c for the lowest temperature in March 1963. Mean temperature in Babno Polje in March 1963 was -0.3c
For comparison. Lowest temperature in Sjenica in March 1963 was -21.6c, and mean temperature in that month was -1c
Super cold (below -20c) this morning were also: Karajukića Bunari -27.5c, Njegovuđa -24.8c, Sjenica -21.7c and Gornja Bukovica -21.4c
Low in Žabljak was "only" -18c

Today's amplitude in Kosanica is impressive: from -29.6c to +3.4c (amplitude of 33c !).
Daily high in Kosanica yesterday was -2.3c (higher than i expected). Which means temperature drop of 27.3c (from yesterday's daily high to to today's daily low).
Daily high and low today in Karajukića Bunari were -27.5c and -0.6c (amplitude of 26.9c)
Karajukića Bunari today had lower daily maximum than Kosanica regardless of the lower elevation, because Kosanica is located more western and warmer air began to came from the west.
Today low in Kosanica was -24.1c and high was +7.9c (amplitude of 32c)
In Karajukića Bunari low was -19.2c and high +2.4c
Number of days with frost in Kosanica since September 2021 is currently 146. Number of days with frost bellow -10c since then until now is 50. Current number of days with frost bellow -20c in Kosanica in the season 2021-22 is 23. On March 15 low in Kosanica was -20.2c and high was +12.6c (daily amplitude of 32.8c).
