Either one is good but I'd give the nod to Hastings for the more comfortable summer temperatures. My cousin lives in Portland though and she loves it, and I'm sure I'd be fairly happy with the climate there too.
Winter is the same in each place, and in summer the low temps are very close. The sunshine and high temps in summer make the difference for me. Portland.

Portland for being overly sunnier & drier in the summer.
Hastings has more pleasant summer temps and the sunshine is decent in that season. If only it had thunder I would've preferred its summers. I hate 18C cool rainy days in the summer - Something that Hastings would probably experience on regular occasions.
