Victoria by a small margin because it gets a little more snow in winter.

I was in Victoria for three to four days last month and every one of them except one was rainy and windy. Temperatures were hovering just below 15C as well most of the time. The official observations are probably a little warmer though.

As usual Wiki sun data is wrong or outdated. Victoria (latest available) is 2086 hours, Ch'ch should be 2143. Victoria has much longer summer days. Its winter totals are very low.

Chch for more annual and more even sun, lower rainfall and also warmer.
