I would say Wellington because the temperature is very comfortable all year round and it's never hot there. (The all time record is 86F and 30C) Istanbul has the possibility of some very high temperatures.
88.0F in Feb. 1895 is the record high around city sites.
Istanbul for seasonality, although I find it strange that they have cloudier winters than us. Wellington is kinda boring.
For some reason, Eastern Europe (or at least countries east of Greece) tend to have gloomy winters. Those nearing the Black Sea "peak" with the overall winter gloominess. Not sure what this is caused by...
yeah, seems the black sea has a mini oceanic-like effect, actually Istanbul is almost similar to Paris (just looking at average in january and average high in July), which is kinda strange considering it is much more south and far from the ocean, it's like a mix of mediterranean, oceanic and cool subtropical. It is actually pretty comfortable yet seasonal. Not bad but some flaws.

Is Western Europe warmer for its location or is Istanbul cooler and cloudier for its location? I don't know, but I'd go with the latter.

No, Istanbul climate isn't similar to Paris.
It has a much warmer climate, even not as warm as italian cities located at the same latitude.
Average mean at Ataturk airport is 15.2°C for 1991-2014 period, with a July average of 25°C.
Average mean at Paris Orly is 11.8°C with a July average of 20°C.
That said, I prefer Istanbul for its hot summers (Wellington ones are ridicolously cold).
Average high in July according to Wikipedia is around 26.5c (1954-2013). Paris has a 25.2 average high for the same month. The difference is that Paris has cooler lows and is much cloudier.
Both cities have a very similar january in terms of temperature and sunshine hours (Paris has less sunshine, but considering it is at 48N, the percentage should be very close), Istanbul is just much rainier in that month.
So i would not say that they are vastly different...
