Which are examples of settelements in Northern Hemisphere that have still snow cover in beginning of June? At least places in Northern Russia such as Vorkuta, Norilsk, Tiksi and Dikson regularly have snow on June 1. And I would like to have a place in Northern Hemisphere which has snow on June 30.

Finse in Norway at an elevation of 1222 m / 4009 ft, a station on the Bergen railway line, seems to have a few people living there all year.

Should be normal with snow on the ground in early June, not in late June though.
It has a weather station nearby, and it recorded 18 cm of snow on the ground on 1 June last year. Snow had melted by 5 June.

Not a settlement, but still: The Gjerdvassbu cabin in the Lyngen Alps (E/SE of Tromsø), at 710 m / 2329 ft above sea level, recorded 171 cm of snow on the ground on 1 June last year. On 30 June, still 46 cm snow on the ground. Snow had melted by 8 July.

And are there any places in Northern Hemisphere with snow regularly in late August or early September, or places in Southern Hemisphere outside Antarctica with snow almost every day in July and August, and places where snow fall in autumn, then is on every day in winter without melting, then melts in spring?

It depends on the elevation and year. We once went hiking at Hurricane Ridge (Washington state) mid-June as we had before, but the trails were closed due to 15’ of snow. When we lived in California we often went camping it Wright’s Lake in the Sierras, and it was closed until after July 4th due to the snow. Back about 1979 we did a road trip to Yellowstone in late June, and almost had to put on tire chains when we got caught in a snow storm. I collect trees from the mountains for bonsai, and one year went to White Pass her in Washington and there was still some snow in late July at 4,500’.

Places at far north latitude or at high elevation.

Down are photos of Hrid Lake in Montenegro (http://www.visit-montenegro.com/dest...ons/hrid-lake/) as an example of presence of snow at high elevation in June. First and secenod photo are from June 6, 2021, and third is from June 18 also 2021.

Plenty of snow on the ground in early June (especially north slopes) in Colorado above 8-9000 feet elevation. That includes towns like Leadville, Frisco, Silverton, etc.

Many years in the Sierra’s in California and Nevada. One year we had a snowball fight on July 4th while hiking near Lake Tahoe. It was 26 years ago so I don’t remember the exact location.
