For certain I've seen freezing rain in around 20-22F during the Groundhog Day Blizzard. I've also read some stories from a past storm in New England (somewhere on the AmericanWx forum) of freezing rain occurring in the mid singles to low 10's F. It's hard to imagine any atmosphere layer being more than 30 or 40F warmer than the ground, so I'd imagine a "hard limit" is around 0 to -10F.
Had a freezing rain episode in December last year - covered the bin lids with a thick layer of ice and caused havoc - saw a few videos of people not being able to walk. Was just below freezing though.
We had -2°C/ 28°F and heavy rain on christmas eve 2002, the sidewalks were coated with several inches of ice.. don't want to experience such awful weather again on christmas.
I've seen freezing rain at -10°C before, that would be the coldest that I can remember seeing or hearing of it.
