Amarillo, Texas. Miserably hotel the summer, but at least it's dry and has plenty of wind. Lots of snow potential in the winter too, although it seems to be a bit "all-or-nothing", either an extremely cold and snowy winter or no winter at all. The variability is quite impressive. In fact, the city has recorded snowfall in May many times throughout its history, most recently flurries on the morning of the 2nd of May, 2013.

I'm assuming you don't consider Kansas or Colorado to be in the sun belt so

1. Boise City, Oklahoma---very good climate just a few degrees too warm
2. Dallas
3. Atlanta
4. Phoenix
5. Sam Diego

If Oklahoma isn't included in the sun belt my number 1 would be Amarillo, TX

Atlanta from these choices.

Overall, I'd probably pick Charlotte, NC or Greenville/Spartanburg, SC for being in a better position for snow.
