Shanghai has lower winter averages than anywhere at 31N in the Southeast USA so it's not that interesting IMO. It's like if it snowed on Virginia coast, it's not that big of a deal

Yeah, but the problem is many people here say that only in Southern US it does snow at this latitude and sea level.. when it is not the reality.
I wish I could be there right now; winter from the Meteorological perspective is just over 50 percent over with and so far Indianapolis can’t buy enough snow to make things white, officially, as of today, Indianapolis has seen just 7.5 inches of the white stuff. The winter of 2017-2018 truly has been a bad winter, and not even in a meaningful way, Indianapolis has fallen to or below zero eleven nights so far this winter, yet Indianapolis hasn’t had an above average snow season since 2013-2014.
A coastal city at 31°N doesn’t seem like the type of place that would see snow very often.
