More than half the days in that forecast are below average (albeit just by 1-2C), which means that this month will end up significantly below average, so no, I am not happy.
Does it matter though? 28C is a warm is it not? Just go outside and enjoy summer. There's nothing you can't do at 28C that you can do at 33C, and there's a lot more you can do.
It's all the more ridiculous as George lives in a continental climate, so is freezing cold for months on end, so how can he possibly be unhappy about hot weather, just because it is a degree or two below the long term average?!? It's not like it is cold there ffs & as has been said what possible difference does it make if it is 28C or 30C??

But it's just a few degrees below average, it is still warm even though you barely had any heatwave. Go outside and enjoy the weather

Do you get happy when your summer month is below average? Or are you happy when it's above average?

That's been hard to do with all the rain and clouds we've had so far this summer. In fact I haven't gone to the beach one, and only to the pool about 6 or 7 times this summer. Today I'll be going to the beach
Not a good analogy, since his average is much lower than yours.
I've said this many times before, my expectations and preferences of what summer temps should be at the very minimum an average Chicago summer. Anything below our averages, to me is very lackluster. This summer to date hasn't been just below average but significantly so. This July is on it's way to being top 10 coolest ever here... As of the 17th the average high at MDW is 79.7F/26.5C. That ****ing sucks. So staying at around 28-29C for the rest of July (near normal) isn't going to make me feel much better about this month.
