I lived in Westchester for awhile, and was not my cup of tea. Lots of good, hard-working people but overall, too "bourgeois." There is my political correct statement, as well as any bias.
What I have to say though, is absolutely true. In general, young people in Westchester seem to be self-absorbed and cruel at a very young age.
The example I want to give is the following: I am a man in my 30s. The last 3 times I have taken an evening walk in downtown Scarsdale village (within the last 4 months) I have been mocked, cursed at, and had cruel things said to me by local no-good teenagers. I realize Scarsdale may be a special case, but can anyone relate?
These Westchester kids are soft. I'd give them an old-fashioned Brooklyn-style beating. A shoe to the nuts, taze to the nuts or mace to the face.
Hah! I'm not trolling and the experiences did happen. No, I was not dressed weird or anything.

Your "experiences" seem utterly anomolous. Some further insight into these events is needed if you expect to be taken seriously. Like not dressed weird for a woman?
If it's a problem, and sometimes misspent youth can be problematic, I would call the local police and report the group of loitering teens. They can investigate, and see what needs to be done, including increasing the patrols. You're not dealing with hardened street toughs as ponytrekker pointed out, so the police can effectively handle the situation.
Unfortunately, ill-mannered children are not exclusive to any one area, or socioeconomic status, but if they cross the line and are harassing people in the town, the police will review the situation, because the last thing that the town wants is a reputation for a gang of suburban-wannabee-hooods hanging out downtown.
