Mailing address means nothing, so ignore it. If the parking is owned/administered by the Village of Mamaroneck, than contact the Village and ask them. Be prepared to tell them which municipality you live in (ex, Village of XXXXX and/or Town of YYYYY).
Mam. permits are on a first come/ first serve basis and are open to residents of the village as well as non-residents. My guess is that there is a waitlist but you would need to confirm that with the town.
There are two main parking lots at the Mamaroneck station.
Metro North Lots. These are the lots closest to the train platforms. It is run on a first come, first served basis. The waitlist is looong. I know, as I have been on this waitlist for over three years.
Village of Mamaroneck Lots. This is a number of lots, the closest not too far from the lower Metro North lot. There is a difference between the way they prioritize the Village residents from non-residents in that they will give priority to Village residents for the closer-in lots. I note that they don't seem to enforce the specific lot permit that well, however.
Of course, there is always the metered parking next to the restaurant (Modern by the Rails) and across the bridge. Those also have split ownership between the Village and Metro North. (Different payment apps, different rates).

For the metered lots that I referred to, anyone can park there and use the app or pay at the machine. I have no permit and have been using both metered lots for over three years. I only get a ticket when I forget to pay or pay for the wrong space number (yuck).

Yes the meters are first come first serve and are usually full by 7/7:30am most days
