Green Bay is the only NFL team that functions like a college team. Your question isn't too dissimilar to asking how a tiny town like Clemson, SC gets 85K for games. Or Iowa City, IA. Under normal circumstances a professional team would have been placed in Milwaukie. But since the Packers go way back to the beginning of pro football when it was basically a barnstorming circuit... They've managed to thrive there and the Milwaukie people were willing to drive up there as are others from the area. Just like they do at dear old State U no matter what size city State U is located in.

Dude - It's not just "blue collar guys." I have been in multi-million dollar mansions in CA and FL that have "Packer Shrines" in the game room/TV room. The fan base is pretty rabid, large and extends way way beyond GB.
There are people here on West Coast who are die hard packer fans and have never stepped foot in WI, let alone GB.
Lot's of reasons for that.
