What should one do if they become unemployable? Meaning they
been out of work for ten or more years, and/or have bad credit
or no credit history. They go to a unemployment center and still
don't find work. Are they a lost cause as time goes on or is their
hope for them. Also if one experiences unemployment for years are
they more likely to experience socioeconomic problems like
homelessness and jail.
I guess the question is: what did they do for 10 years? What happened to make 10 years basically vanish? And what did they do before this 10 year gap?
Do they have a degree? Work experience? Anything that can be turned into "work experience?" For example, if a person for some reason was out of the work force for a long time, but kept busy in a way similar to a job - raising kids, performing home repairs, fixing computers, caring for elderly or sick relatives, etc. - those things could still count as experience.
I think it is important to make a distinction between the idiocy of the current job market, where people are declared "unemployable" for silly reasons, and an actual case where a person has no skills, education, work experience or anything at all for 10 years. Even some certificates, training, part-time jobs, or hobbies or interests would count for something... also, what did the person do before this 10 year period? And what triggered this 10 year gap? A major illiness? A disaster?
In theory, the state unemployment office would be able to help with this situation and at least get a decent resume or something together. As for getting a job, that's a harder story, but that is partly driven by the current economic crisis.

Agree somewhat but what makes not having a job awful
once a person is passed 24 years of age is that they
don't pay or get back taxes. That's almost as bad as
not having social security. How can you live cleanly and
earn money by not being a taxpayer.

Are you talking about yourself, or is this purely hypothetical?
One practical solution is to go to Labor Ready. It's day labor, you get paid daily, all you need is a neat and clean appearance and steel toed shoes. You'll see a lot of job sites, and eventually if you work your butt off somebody will hire you as a real employee.

You have to be willing to take even the most menial of jobs to build your resume back up. Where did that 10 years go and what did you do? Were you home raising kids? Bad credit shouldn't have anything to do with how employable you are; never heard of that one. Everyone blames the economy and I am sure that is part of the problem, however, try lowering your standards a little to at least get back out there. If you are seeking a high power, high paying job I am afraid there are very few. Try working retail for a start..you might like it. One of the best jobs I ever had was waitressing at a Pizza Hut years ago. Loved the contact with the customers and the tips were amazing back then. Good luck!
It would be nice to work a minimum wage job, but it is impossible to get hired. You can fill out applications all day, but you will get nowhere. The managers will just give you some snarky attitude, or blow you off, same as the employees. Or you will find yourself doing those online applications with the personality tests, and then you make a mistake and you can't put in a new app until 4 more months.
It is not me who has a problem, it is this society, and the system it has.
