The position was Job Developer and they probably want him to find people jobs making $30 an hour

I sense this is a high turnover position as well. I can't see someone with the skills they are requesting staying the entire six months or even giving their best work.
They're only paying $15 an hour which is essentially minimum wage or less for the type of person they want.
Who's going to pay for the gas this person is supposed to use? It says an automobile is required.
I wouldn't mind if they wanted someone who was entry level, but they don't. They want an EXPERIENCED PROFESSIONAL.
So what? Why are you getting all knotted up about a job which you're not going to apply for and have no interest in? These sorts of jobs have been around for donkey's years and this isn't something new which suddenly sprung up out of the blue. People can read and decide whether or not this is something which suits them or not as they can where any position is concerned. Why is this your crusade?

This is why they will NEVER hire anyone permanently for it and they're too freaking cheap to at least pay something worth it to the person to give their best.

Damn shame.
My friend took a job like that back in April of 2012 and was let go in June of 2012 because he didn't get enough jobs.
I actually find it refreshing the employer is not making promises with no intention of keeping.
It is a sign of the times where labor is abundant compared to positions needed to be filled.
Employment is cyclical... there have been times when employers, at least around here were desperate that even entry level jobs were going for over minimum because no would would work for minimum.
