They speak a "Caucasian" (Indo-Aryan) language, and looking to some photos of Afghan people, I have the impression that they are very white. Some even have a blond hair and green eyes.
While it is no doubt intersting to compare countries based on GDP per capita, I doubt that in itself it is very useful to measure "poverty". I think this depends largely on how much that money buys in that country. So without cost of living factored into the comparison I think we are missing important information.

It is easy to compare cost of living, just look at GDP per capita PPP (Purchasing Power Parity) almost everywhere you look will list nominal and PPP. Of course even GDP PPP does not completely measure wealth accurately.
Thanks nesne. Didn't realise that. Just had a look at wiki and there is indeed a very nice table (three in fact) ranking countries by GDP/capita/PPP. Veray interesting. I don't have the time right now to try and make a list of "poorest white countries" according to those tables, but they are worth a look.
Arabic isn't truly caucasian. But, in the U.S., the U.S. census classifies them as 'white caucasian'. The U.S. census though has never been the best at classifying people. Lots of faults in the system.

Arabs are white and many were part of the Western Civilization since the times of the Hellenistic, Roman and Byzantine empires. At that time, the people that consider themselves white now were not even considered humans.
If Phoenicians were to be considered Arabs, then they are the ones that brought Civilization to the Western Mediterranean 3.000 years ago. A large part of the population on the Roman Empire was "Arab" and the people responsible of trade and technology in the Roman Empire were "Arabs" (Greco-Syrians). A large percentage of the population of Italy and France descends from Greco-Syrians.
There are many "Arab" countries that are not ethnic Arabs. Arabs live in Arabia, Jordan, Syria, Yemen, Palestina, Lebanon and Irak.
Not Arabs are muslims, 80 percent of all Arabs living the the US are Christian.

It says that native women in the Aveiro region of Portugal are so pretty because they are descendants of the Phoenicians
Measuring poverty with the GDP per capita is one way to do it, but not the only one.
Albania and Kosovo are poor. So are countries as Georgia and Armenia.
How about Argentina? Most of Argentina has a white population. are they poor? or is it more the indian people living there?

So, maybe they fit in the category...
You said "white" countries - so, by definition we should only talk about "Europeans"..., no?
Therefore Moldova seems to be the poorest "white" country to me.
