You'd think they'd have figured that out by now. And while we're on the topic of plumbing, where do you think all those flushes are going? Most likely, straight into the Black Sea. I hope not, I hope they have waste treatment facilities, but I'm not counting on it.
They must have assumed that no one building infrastructure intended to attract global tourists would be so shortsighted and foolish as to use that kind of plumbing. I’ve stayed in quite a few crappy hotels in Africa and they all had regular, Western-quality plumbing.
Buildings that would go up in weeks in the West, and would be of high (or at least decent) quality still take months, if not years, to complete in Russia.
Do you have proof? Over 7 years in Sochi was built very many buildings and sports facilities.
They are communist? No, they are free marketers to the extreme (which makes the place how it is), even more so than the US (which our mixed market makes it a much better place to live), with the exception of the state owned companies, which state owned resources are hardly unusual.
Russia, when part of the USSR, was under the communist system for 70 years; the area and culture are a thousand years old, so, out of a thousand years the area had a command economy that failed, so jsut how long you going to tag the label on them? Put it this way; slavery existed in the US longer than communism existed in Russia, are you still throwing the slavery label on the US?
Not flushing TP down the toilet is an issue not only in Sochi, but a good portion of the world, even in many EU countries; so despite the media hype, it is hardly unique, and it was even the same for many places for the Athens Games.

Before communism, Russia was a country where slaves were freed exactly when they were freed in the US (1861). Fifty years later, communism slavery has began. Now, the very first generation of relatively free people is on the rise. And they are already scared, withdrawn from political activity, and cynical. Their parents' generation is disappointed, tired and also cynical. So yes, informally there is still slavery, to some extent. How would you call a situation when people behave according to what they are told under a threat of being imprisoned?
Unfortunately, Russians accept only bad American influence, like wild shopping, extreme love for material things, pop culture, soap serials, hamburgers and other trash. They seem not to understand how to fight for their dignity and freedom (could learn it from the US history).
And, I didn't blame Russians for asking to put toilet paper in trash cans. Even though it is disgusting, it's better than toilet back-ups.
On construction in Sochi spend $ 50 billion, but everyone is talking about some small defects. There's a whole city erected.
The estimated kickback % is around 50. Uzbeks and Tajicks, who didn't get paid for their hard work, tried at least to get some retaliation for it. So they ripped off everything they could and put heating elements on the ceiling. I think it is a creative way to punish those who hired them and then refused to pay.

Mexico's coastal facilities for global tourists go into the nearest ocean untreated. Don't assume anything for Russia.
