Not all South America, Uruguay, Chile and Argentina are very safe.

Peru, Bolivia, Paraguay are on the safer side

It seems the southern in SA, the safest.

I wouldn't really call Chicago's murder rate high internationally, I also think it's very overhyped in general.

Remember that alpha city stuff where they said it had the highest murder rate in that group? Although they're "alpha" cities and supposedly in better shape just have a look at some of the other cities on the official list. I count at least four elephants in the room on the 2010 ranking and three elephants on the 2012 [latest] one which was released early this year.

I think the study is very subjective.

Hongkong and Japan are some of the safest countries but they have a big mafia who involves in organized crimes mostly targeting the rich businessmen.

Afghanistan and Iraq seem dangerous but that is because of some terrorist attack/war zone, the place could be dangerous to foreigners but it could be safe to locals (?)

South American countries are known for drug related crimes, if you are not involved on these activities can the place be considered safe?

US is generally safe by world standards but there are issues of shooting spree and still there is no gun control policy.

In the Philippines, you can be robbed in the street but there is high chance that they wont kill you. That exclude the far southern part where terrorists can be found.
