Yea, it's not even close on an aggregate level, though I think it should be pointed out that China is vast and populous and thus can have significant regional variation, so it's possible there's a DR-sized in area or population part of China that has far worse traffic fatalities than the Chinese average though that also means that another part of China has thus far better to reach its much lower national average.

I would say Rio de Janeiro and Buenos Aires are pretty well recognized internationally.
