Then again, the absence of any question marks and the confusion between "happened" and "happen" does call this person's literacy into question, but I think that this Facebook posting is more of a typo problem than anything else.

Usually rendered as ¿Quién sabe?

(But you do have to look around on your keyboard for the é and the ¿. If you have Word, WordPerfect, any of the primary word processing programs, you can usually call up the characters. The really slick implementations will actually run a spellchecker in the target language for you.)
