Maybe almost as bad as a veritable one, at times, but at other times only mildly hellish?

Apparently the reference is to a bar game in WI bars - dice. If each player has a horse apiece, then they're tied. Best 2 of 3, presumably.

See Urban Dictionary: a horse a piece - another way of saying 6 of 1, half-a-dozen of the other.

If you say that to a Canadian soldier (or his entire regiment), those words might be interpreted as "Aboot face".
