The use of the above one-sentence response(with or without accompanying emoticons) seems to go unchecked throughout the forum. Is this not a personal attack?
It really depends on the thread and the context. If you have any questions about particular posts please use the report post button to have a Moderator review.
I think that stating someone’s knowledge is an opinion, is a personal attack, and quite frankly also mockery.
Maybe I have higher standards than some though.

I agree completely with Beretta here. I can imagine situations where it is an attack and situations where it isn't. I'd have to see more of the post to say for sure.

I can't imagine any situation where "someone forgot their meds" is not a personal attack, implying they are mentally ill. I would say that it is an attack unless proven otherwise. I feel the same way about "reading comprehension" posts.

Ditto here. It's one thing to make a joke, especially with someone who's a friend and add j/k, to let them know just joshin' them. But to just post 'someone forgot their meds today?" I'd certainly have a problem with it and the context of the thread wouldn't matter one bit. We kid around all the time on one of the threads, but we always put a or then j/k, because we're playing around and friends.

Really? That phrase is thrown around my office on a daily basis, and I work in the most uptight, critical, annoying, corporate landscape possible. Thats why I personally feel it is lighthearted. We have had people get fired over the most ridiculous syntax in an email, for a point of reference as to what type of place I am dealing with.
Playful jabbing/banter exists in the real world and among friends irl, why can't we have some of it here?

To answer your question, two points:
1. "Someone forgot their meds" is usually posted on this forum to imply disagreement, not as a joke.
2. Working in health care as I do, I don't think it's funny, even as a joke.
People do get "personal attack" infractions here on CD for saying less insulting things than that.
