You are not a nice person.....and very wrong in your conclusions....typical
Is it considered a personal attack?
Although my opinion counts for nothing, I'd say that the "wrong in your conclusions" part is not a personal attack but an opinion. I'd say "you're not a nice person" is borderline. By itself, it's not really an attack.
However, since we know you ARE a nice person, why worry?

I am not worried.
I just thought the "YOU ARE" statement was inappropriate.
It's definitely off-topic, because personal observations like that are off-topic. Whether it passes the threshhold for a personal attack depends on the tone of the thread and the forum.
This forum is for general discussions of issues, not specific moderation issues, so we shouldn't get into the level of detail that would provide that context here. Go ahead and report the post and let the mod for that forum decide. If it's aimed at you and you felt insulted by it, mention that in your report.

The thing is the moderator didn't remove it. She posted right beneath it around an hour after it appeared asking people to "stay on topic," so she saw it.

Unless the mod's post came after your report, don't assume that every post above the mod's was read by the mod. Occasionally, I've posted in threads below posts that I later had to delete. The mod's post sounds like it was in response to posts deleted upthread.

She posted DIRECTLY BENEATH it. I did not report it because I assumed she saw what was directly above her post. Should I report it on the assumption she did not read it, even though her post told people to stay on topic? I just wanted some feedback on it here.
We can't give you feedback without more detail. As with any other issue, you're welcome to DM me or Yac with the link to the thread and any details you feel are important.
