It's not a part of the Middle East, but culturally it's without doubt much more similar to Middle East than to Sub-Saharan Africa.
That's arguable.
Places like Mali, Senegal, Mauritania, Sudan and Somalia are mostly Sub-Saharan but arguably have more in common with North Africans culturally than with other Sub-Saharan peoples.
The term Arab is flawed at best. The term Arab is a pan cultural term that includes anyone of any race.

Nowhere in history was a thing such as "black Arabs" there is however black sub-saharians who adopted arabic as their language. And these can be found anywhere in the world.

I though the term 'Arab' was just for the Arabic speaking people...
