Property taxes in Greenwich and Cambridge NY seem particularly high, even compared to other NY counties. Also, there was a significant spike in 2010. Any particular reason?

I live in Saratoga County and this year they did reassessments and based our property taxes on full market value. Keep in mind in NY there are several exemptions i.e. STAR, veterans, seniors. Not sure what caused the increase in Washington County.
