I have found many useful resources regarding the Central and State governments of India, but I cannot find much about local governments in India. I would like to know the basic structure and what local governments are tasked with doing. From my understanding there is Municipal government in cities and Gram Panchayats in villages and rural areas, is that correct? Also I understand that Municipal government is the one responsible for providing water/sewer?
Wikipedia doesn't have much. Also I see the term "Gram Panchayats" and just "Panchayats." Are these the same? Or does the word "Gram" mean something?
