Maybe about 20-30k. It's a very transient population. Usually working in finance or banking, they come to make money and play for a few years before heading back home. Very few stay for the long term.
HK has more white residents than most other Asian cities.
More from the British commonwealth UK, Australia and NZ , Americans and Canadians are not the majority.
It is very obvious when a white or Asian person explores HK after Bangkok, Shanghai and Tokyo.
If you go out to some of the Islands, you'll meet generational 'white' people, almost always British, who long ago bought property and has kept it in their family for a few generations. Mui Wo, Discovery Bay, etc.
The 'Bankers' are the transitional ones, many found on HK Island. The highest density of white people walking around can be found in Central, Lan Kwai Fung, Mid-Levels, and Wanchai.
Of course there are more Americans (60,000) Britons (33,000), Canadians (300,000), Aussies (100,000),....in Hong Kong. But a lot of them are actually native HKers who acquired the citizenship and returned to Hong Kong.
But most likely all the French expatriates are natives from France. Of course not all French are White.
The mixed people in HK can be counted as white , Chinese or other Asians depending on their self identity. If their fathers speak English, most of their children speak English at home. Some speak Cantonese to their mothers and speak English to fathers. If mother is a Filipino, only English is spoken by most.
Chinese people of HK dominates in the government after British rule
