Ha, I don't think I've ever been to an Asian city where I didn't love the food. Tokyo, Seoul, Bangkok, Chengdu, Shanghai, Beijing, etc...all amazing. That said, with my heritage being Chinese-Malaysian these are my top 4:
4. Taipei - Super cheap and they do a lot of different cuisines well. But Taiwanese food already includes many of my favorite staples like Beef Noodle Soup, minced pork on rice, din tai fung, hot pot and the desserts!
3. Hong Kong - Cantonese food (especially dim sum) is one of my favorite things in life and obviously Hong Kong is as good as it gets. Some will argue Toronto or Vancouver being the best and while the point is valid (that the best chefs in Hong Kong get recruited away), I think it's definitely an exaggeration. On top of that, Hong Kong restaurants try to take every food from all over the world and make it better...which yields some very delicious meals besides Chinese/Cantonese food.
2. Penang - Malaysian food is my favorite and Penang represents the best mix of Chinese, Indian and Malay. And it's super cheap too!
1. Singapore - For Malaysian cuisine, Singapore is my 1b to Penang's 1a. But outside of Malay food, Singapore is further developed by leaps and bounds. I think I can get the best of both worlds in Singapore. It's just not as cheap as the others.
Most Asian cities have very high standards for food. That said, I'll go with Bangkok since its is the place where I've had the most consistently high quality food: be it in street stands, modest eateries, fancy restaurants, and even (on my recent trip there) at a delicious Thai restuarant in Don Muang airport.
I have limited Asia travel experience but I would say:
1. Singapore
2. Bangkok
3. Hong Kong

Most Westerners "Asian experience" is limited with these place, plus Japan maybe.
1/ Hong Kong. Great Chinese food and some great western places. Inexpensive, relatively.
2/ Tokyo. Great food all around.
3/ Singapore. Love the food malls/courts and variety.
