Although I'm about 11 years late on this question it will help anyone with the same query right now.
I guess the Philippines has changed a lot since then and places that may not have been considered may be a great place to spend a few months or maybe even settle down in.
As a few contributors said, Cebu is a great place. However, not actually Cebu City. Although I could definitely live in Cebu City since for some strange reason I love chaos, it may not be for everyone.
About 3 hours ride South of the city there is a beautiful coastal town named Moalboal. It is probably the most popular part of Cebu and for good reason. Right off the coast you can swim among millions of sardines and if lucky enough maybe even spot a whale shark, turtles and other marine life. And basically, South Cebu scattered with beautiful cascades plunging over those iconic blue pools synonymous with the Philippines.
And Cebu is also a great place to base yourself and visit other islands such as Bohol (just a ferry away) Dumaguete City (a 30 minute ferry from southern Cebu) and Siquijor which was one of our favourite islands along with Camiguin. Camiguin is probably the least popular place I have mentioned here but is still beautiful and is a favourite with locals.
I'll just leave some more info down here if you want to check Camiguin or Siquijor since those are probably the least popular destinations I mentioned.
Rarely you'll see, you can count with your fingers, places that are beach cities in the Philippines, what comes to mind would be Boracay, Puerto Galera, maybe El Nido but it seems to be a small city or town to be exact, same as Siargao, Alona Beach in Bohol, Subic/Olongapo. Or there would be cities with proximate beaches around it such as Cebu, Davao, Dumaguete, Puerto Princesa in Palawan, Zamboanga, Tagbilaran, etcetera.
