It was rooted in the idea of Southern culture along with its history in the Confederacy. But most of that has become a sort of "persona non grata". "Gone With the Wind" has been grudgingly allowed however.
To me Atlanta has become
Adopting whatever, casting it aside, and moving on to something else. The various marketing campaigns can't hit on something that sticks.
