It could be like the lowline in NYC. Time to get rid of all the dollar stores, Hardees, As Seen on TV, etc. stores down there. Just make it into a cool underground park that connects to the Streetcar/Beltline with some bars/restaurants above with views down.

I think the idea is to replace Upper Alabama Street and the plaza with this green ceiling.

I see. So, it would be a mezzanine looking down into Underground.

As long as the historic buildings remain, I'm all for this. The Eastern Continental Divide, which is functionally like Atlanta's "waterfront," runs through Underground so I hope there would be something that highlights that critical geographic feature.
