Frankly these right wing extremist groups don't need a "false flag" operation to accomplish that. They in and of themselves are revolting enough so as to accomplish that on their own.
Case in point the nazi's that marched in Charlottesville while chanting among other things, "Jews will not replace us", & "Russia is our friend."
tRUMP said that they were "fine people", in case you have forgotten the words of the divider-in-chief.
And unfortunately, right here at home, Georgia has had a very long history of tragic violence enacted against minority groups or convenient targets of the moment.
Let's hope that the culprits who spread the flyers are identified, whoever they are, and dealt with appropriately.

I'd suggest that you look up & carefully study the dictionary definition of the word "segregation" & also study how it has been used previously in the United States.

Uhh no. The very story you provide shows that the victim didn't leave any "false flags" to try an pin it on a right wing group.
