If you're talking new... there really aren't any "luxury sports cars" in that price range. If you stretch the definition just enough you could include the Audi A3.... that's really about it.
That said, if you want the best combination of luxury and performance available at that price... tough to beat the new Altima 3.5 or maybe the Buick Verano turbo, though final pricing is still not been released AFAIK.
It won't be a luxury car unless you're looking at the used market. If you mean well appointed then I'd take the Genesis Coupe hands down. I have a 2011 and although I'm not particularly fond of what they've done with the new 2013 front end judging from the number of new members showing up on our forums (and the number stating they are having a difficult time finding cars) they are selling well. The 2.0T puts out 274hp and the V6 puts out 350hp stock. The 2013 2.0T should have plenty of tuning potential (over 300hp shouldn't be an issue on stock turbo). I drove the new FR-S and all I'm going to say is that it is slow as hell and the interior is pretty poor. I forgot which publication did the comparo but they pitted the 2.0T Genesis Coupe against the FR-S on a track and the Genesis was faster in a straight line, around the track and had better braking (Brembos). In terms of what I personally look for in a car I feel like the FR-S/BRZ is seriously handicapped by it's low output engine that has to be consistently wound to get any level of satisfaction. I realize that the twins have been well received by various publications and the low weight / low center of gravity is appealing to me but those two factors alone don't sell me on the car. If I can get a roomier car with a usable back seat that's also faster around a track I'd have a hard time justifying the FR-S.
You can also look at the V6 Mustang if that's your cup of tea. It's decently appointed and the interiors are much better than in years past. I personally feel its almost blasphemous to not get the V8 but the V6 performs well.

What are the used best luxury cars for under 28K when it comes to sheer performance?
Reliability, Gas mileage, Value and Practicality take a back seat.
Just 0-60, going sideways, top speed and it being a luxury car for under 28K is all that matters?

I'd go for a Mercedes C63 or C55 with the lowest mileage you can find. However, any RWD sedan in that class would do. If you're not used to foreign cars, I'd go for the CTS-V.

The 2007 S4..its pretty impressive 40v V-8 340 hp and 305 ft-lbs of torque. All wheel drive..sport tuned suspension.0-60 5.3 secs...and a 6 speed...
