California's supply issues are because CARB mandates clean-burning RVP gasoline for longer than any other state in the country - a month longer than other states. This forces suppliers to create different kinds of fuel, discouraging economy of scale, causing supply disruptions and bottlenecks as refiners fail to coordinate production, and in general drive prices up across the board.
If California could just get on board with the rest of the country, they could be paying $3.80 a gallon instead of $4.80 a gallon.

...and it is not just California. The EPA mandates special fuels for many areas of the country resulting in about twenty custom blends nationwide. The result is much inefficiency, price variances, and supply problems.
Like so many other things, once the government is involved it costs us more for less.
I agree.. we need broad policy seting not a multitude of gasoline blends across the country... but Im not sure I trust the feds to set the right level for what is doable. In California, all it takes is a Ca refinery hickupping and there is a problem in Ca supply.... Refineries in Ca have processes and intensity others do not match due to their standards... it takes more capital to build these processes and hence cost more to produce Ca gasoline... but fortunately they are a rich state and ca afford it.
The feds shouldn't have to get involved every time a state's decision causes a failure within that state. The citizens of that state should get involved and correct the deficiency or move out of that state. I'm all for states' rights - even when a state makes a poor decision.
