When States which have the right turn on red law. Who has the right of way if you have looked both ways and are safe as light changes and opposing traffic has left turn green. Those turning right have no way of knowing this.
In my State, no one has the right-of-way, the law says who must yield the right-of-way....if you are turning right on red, that most certainly would be you.
You stop as always and judge the scene, watching the cross traffic lights to see when they turn red. Sometimes there's a moment when you can safely make your turn before opposing traffic starts to turn left, so you go. Otherwise, it's best just to wait, and never mind if someone behind you honks.
I don't care who has the right-of-way, if there are cars heading toward me, I will wait until they pass. I don't care to be in an accident no matter whose fault it is!
Whoever has the green light ALWAYS has the right of way. A green turning arrow is the same.

Opposing traffic with the green light has the right of way. You with the red light are required to stop before making your turn, and judge whether you can do so safely.

No, I think the problem is not knowing IF the opposing has a green arrow--not all left turn lanes do. And if they DO, some are at the start of the light cycle, some are at the end.
As always, though, common sense trumps "right of way". Just like when there are 5 cars (from cross traffic) trying to squeeze out a left turn before (during, and after) their light turns red. I don't care if my light says green, I'll wait, thank you, until the traffic clears.

I guess you just have to wait a second more. It stands to reason someone ALWAYS has a green light, so if it's not you, and it's not the cars coming straight across at you, and it's not the cars coming from the side, there's nothing left but the left turn arrow. I don't know, I have never had a problem interfering with cars turning left because i couldn't tell they had a green light. Maybe some are not truly stopping at the red light before turning rather than just slowing down?
You're at a red light, you have no rights. You can go when there's no oncoming traffic. If you can't figure out when it's clear please stop driving.
