Turn-outs: Do you know what they are for? (lane, mountain pass, driver)

Turnouts are for us scaredy cats on the mountain roads too afraid to go over the speed limit. We gratefully pull over and sweat for a few minutes while everyone thankfully passes us.
Is it the same as the lane on the uphill that allows slow traffic to move over to allow faster traffic to pass?
in some rural areas (usually on roads with a lot of uphill/downhill sections), two-lane roads will intermittently have large paved areas off to the side. these are turnouts, meant to give a slower driver an area to safely pull over and let traffic pass. they are especially handy on tight, winding roads where passing opportunities would be rare or non-existent.
Yeah, why not use them? We don't have any around here, but I have when in the mountains.
