I live in PA and i pay $750 a year for basic liability for a 20 year old 1997 chevy tahoe. I've been with geico for over 10 years with my previous vehicles too. I have a clean driving record no tickets and it's been that way. I'm thinking of switching because it seems slightly high based on my driving record and my age 39.
Does $750 sound normal or should i look elsewhere?
Find someone in your town with the exact same vehicle and ask them what they pay.
The vehicle itself is the least concern of the cost of insurance. Driver history like points and accidents is what matters. A younger person with points or accidents is considered high risk so that cost should be higher. Me with 20+ years of driving history with no accidents or points should be paying the least.

That old also lacks a lot of the modern safety features, making it more likely to cause damage to others. I think it's in the ballpark, though you might beat it if you shop around.

LOL probably the most funniest thing i ever read on here. My Tahoe has ABS and dual air bags like modern cars do. So what on my tahoe will cause damage to others? I really want to read this gem lol

A little know item is that all insurance companies have liability scores for vehicles. This isn't how that vehicle protects you and reduces damages to itself, it's what your vehicle causes when it comes into contact with other vehicles and people. Because your Tahoe has the physical potential to cause much more damages, injury or death compered to a Chevy Spark, they will rate you vehicle resulting in higher premiums and the Spark will have lower premium all based on liability scoring. It's not easy to find this information out as it's not required to be discloses since it's built into the base premium.
My agent told me that my credit rating is also part of the formula for auto and home owners insurance.
This.
$750 for just liability is extremely high for me. To put it in perspective, I pay $1k per year for full coverage at 300k/500k coverage limits for a Porsche 911 turbo. That's with a $500 deductible too IIRC. This is in TX, I'm the same age as you.
