I was just advised to contact one of these by a poorly-translated Japanese website. Do you have these skilled, specialized mechanics where you live? Or are they a Japanese specialty?
I would just replace a buckle. The seat belt/buckle is one part.
That's a critical item and "repair" is iffy.
I replaced all the belts in my wife's car when it turned 10. Seat belts are not terribly expensive, and stuff wears out, belts stretch, buckles are wear items too. Better safe than sorry.
If you ever NEED your seat belt, you'll be glad it works.
