Lots of places fit that criteria... Arvada, Erie, Golden, Lafayette, Louisville, Longmont, Lyons. In the foothills check out Nederland -- really the only mountain "town" in the area.
More info on your requirements would be helpful.

I agree with Neditate. Nederland and Lyons were the first two places that popped into my mind too. If there is anything else that's important to you, please let us know.

The tourist town of Estes Park, at the entrance to Rocky Mt National Park, is just over 30 miles from Boulder.

Estes has a good hospital/medical presence which you may want to consider. Also has a retirement community called Good Samaritan which many residents (of a certain age) move into when ready not to deal with upkeep of house etc. Not sure your age but again - something to consider long term. There is a healthy retiree population in EP.

Google is your friend. I would search the area since there are so many small towns around Boulder. Just about every city in the country has a website these days for tourist. Thats probably your best bet in finding what best fits your needs.

Something to consider living in a town in the mountians/foothills is driving the roads in winter with snow/ice. It can be very nasty. In saying that it seems like Longmont has quite a few people that are retired there. Its a small, old town with alot of its population living around the town not in it and no mountian roads to navigate during the winter months.

Popcorn, where are you coming from? Why Boulder? There are, as previous posters have mentioned, so many great communities within a 30-mile range...just depends on what you're looking for in amenities and activities pertaining to your lifestyle.
