True, but they can get cash back nowadays.

This cannot come from the food stamp funds, but welfare benefits, thing is they often run out of welfare benefits and have food stamp funds which put's them in a dilemma.

Not the only method of getting cash back, one time back in the 80's, me and a couple of friends were at a AM/PM Market on our bikes, some guy walked up to us and offered to sell us a 6 pack of Coke, I saw him just walk out of the store, like wtf. We declined and then he say's "how about I get some candy?" We just ignored it, then he proceeded to walk over to the gas pumps asking people if they were interested.

It was another method of getting cash for cigs or booze.

Too broad? We have 1/3 of all welfare recipients. We have to make changes. Quite frankly, the only welfare program I'm in favor of expanding would be a crapload of birth control and free abortions. Stop the cycle of poverty.

Where they go is up to them, maybe someplace where there is work they can do so they don't have to be on assistance or somewhere they have friends/family that can pool resources and get along without welfare or somewhere with a lower COL. This is a good question but not really a concern. Decisions about state budgets and taxes and all that political stuff isn't supposed to be based on where someone will go, how fair or nice or mean it is, nothing emotional. It more "here is what our state has to offer"... and people can take it or leave it. That is how you do things right.

If you're not bright enough to figure this out then TAKE BIRTH CONTROL MEASURES VERY SERIOUSLY!

Or take that pent up energy and use it to advance yourself in life to a place and time where you can comfortably have kids if that is really what your aiming for in this life

Right On! The policies of CA have hurt the state and enabled dependence. If I were a lazy non ambitous person who knew that I was not going to be assisted for that behavior...I would certainly not bring a kid or kids into that situation. The cycle has to stop and I am glad to see the state waking up!

Yes they are too broad in that many people that need (and are making good use) of the support will get cut off as well.

The primary reason that California has a higher number of welfare recipients is due to aid to children. States with large urbanized areas always have more welfare though....
