Vehicle Miles Travelled far more equitable than gas tax

Here we go. Another thread that's going to end up being all about how California leads the way in adopting what some people feel are bad policies even though Oregon has been working on the same thing for ten years now with Minnesota closely watching Oregon's effort to do the same thing.

Like it or not, pay by the mile is going to be phased in nationwide. It's the only really good way to get electric vehicles to pay their share of the fees to maintain the roads.

I'm all for "replacing" the gas tax but not simply layering on top of what we have. It would benefit me as I just don't drive that much as I don't have a long commute.

I think heavy vehicles should pay more than light weight vehicles.

The only way they can do this is make every road in CA a toll road and either employee toll booth workers, which would slow traffic even more, raising costs or do a monthly fee type card that is electronically charged each time you drive a section of the road like the Toll lanes on the 91 or a plate photo charge where you get a bill every time you go through a toll road section. This is done in other States and they charge you a fee for mailing it as well. The potential for fraud in requiring a mileage report from every driver, plus processing costs would be ridiculous.Of course then every visitor would be charged unless they excused out of State plates. If they do not the Federal Commerce Dept would probably become involved and end the idea of charging out of State vehicles. In other words if they ended the gas tax, which should be mandatory if they do the VMT, then out of State drivers would not pay anything for the roads they use. Of course CA could use that as an excuse for maintaining some level of gas tax plus a VMT and the overall total would be higher when mileage and gas taxes are added up for each person.

The easy solution is to use every dime collected from the gas tax ONLY for road work period. Nothing else and it goes into a CA Gas Tax account, not the general treasury, so everyone can check to make sure not one penny is diverted for anything else. This of course will not happen as the CA Govt does not want every dime going to road work.

if the plan is to have high density cities, then taxing by the mile is sensible. this will discourage sprawl
