That would be great to know......what place substantially slowed the spread of the virus without having some sort of shelter in place in effect......my understanding has been the virus is spread from human to human.
I would also point out that some states that were hit hard by the virus, were hit early on in the pandemic and the virus was able to get a foothold before they realized it.
