Makes no sense.
While I appreciate the attempt to help others, I kind of agree with your sentiment. Not sure how this is really legal.

California has passed laws that didn’t hold up in court before. This will likely be another.

Government once again picking winners and losers.

Government idiots ruining the economy with mass shutdowns have hurt tennants. So now Newsome is going to transfer that ruin from the tennants to the landlords. Makes sense, as communists like Newsome are usually anti-business.

So, Newsome shuts down the economy causing this financial mess, then transfers the damage from one group to another.

Typical Marxist solution. Where are these tenants going to live when the landlords are foreclosed on? Newsome will have to make a new law saying the new landlords must adhere to the 25% tennant payment.

The result of that will be full buildings that nobody owns. Guess how that ends?

Right. Let the taxpayers clean up the mess AGAIN.

I have no idea if it would hold up in court....when and if there is a court challenge, we will all find out. I do know the Judicial Council (chaired by Tani Gorre Cantil-Sakauye) had put a moratorium on eviction proceeding in CA courts. That moratorium is supposedly going to expire this coming Wed.

Equally infuriating, if not more so. After the 2009 bailout, Wall Street turned around and gave out HISTORIC bonuses. They raped the taxpayers. Then they added another $4 trillion in printing to help Wall Street.

Complete fraud and criminal activity on the part of the government. A Pox on all of them!

It depends. The moratorium didn’t forgive the rent. The renters would still owe it. This bill wasn’t clear to me (maybe I didn’t read the right part) whether the renters would still owe the other 75%. If it’s deferred it might hold up. If it’s forgiven, I doubt it.

The amount owed is deferred until March 31, 2022.

So then what? If people are already a few months behind, unless some windfall comes their way, they'll still be behind next year.

edit: reading the bill, it looks like it only covers rental agreement payments going forward of August 2020.

Yes, they would still owe the 75%. The unpaid portion of the rent would become "civil" debt under the legislation. The property owner could not use accumulated unpaid rent as a basis for eviction.....but, they could file suit in small claims court to collect, I think after March 31st
