You do realize the teachers had an option to not teach in-person, so some kids couldn't return even if they wanted to if their teacher chose not to which many, many did. But the fear mongering by the media and even teachers changed many parents minds about allowing their children to return, so not sure what you're talking about. They can say the below all they want, but fact is it didn't happen at least up here in the Bay Area and probably many in LA as well.

Newsom has been a horrible leader in California with regard to COVID.

He closed churches, denying people their freedom to worship. It took a Supreme Court case to stop this madness. He ignored his own COVID policies and went out for a great meal. He singled out Orange and Ventura Counties for allowing people to go to the beach. That's Governor Newsom for you.

I can't comment on the schools matter.

The issue is not where the surplus went the real issue that should discussed is where did the income to the state go? Surpluses are simply excess money collected from us the tax payers and now when there is no surplus the fact is the revenues have disappeared.

Due to a deteriorating revenue picture relative to expectations from June 2022, both our office and the administration anticipate the state faces a budget problem in 2023‑24. Although the Governor’s budget revenue estimates are reasonable, they are likely a bit too high. In particular, using recent revenue collections and economic data, we estimate there is a two‑in‑three chance that state revenues will be lower than the Governor’s budget estimates for 2022‑23 and 2023‑24. Our best estimate is that revenues for these two years will be roughly $10 billion lower—implying a larger budget problem by about $7 billion
