Assume 100% of vehicles are EVs. ICE is gone and not a single car, truck, SUV, or semi is powered by gasoline or diesel.

Not a cent of gasoline taxes are collected since not a gallon of gasoline is sold.

How do you pay to repair potholes and sinkholes on the highway? How do you pay to replace old rusted bridges at risk of collapse? How do you pay to repair concrete pavement that is all cracked and broken up? When a road is in gridlock and you need to add a lane, how do you pay for that, since everything on the road is an EV and paying no taxes toward highway and bridge maintenance?

Except there is a "penalty". Its a gas tax. The same gas tax that EVs dont pay because they dont use gas.

What I stated applies no matter what state you are in, as far as I know. Texas has gas taxes as well.

It looks like TX jumps up reg fees for 6k-10k gvwr, a pretty fair penalty for heavy rigs. Similar to CA

With the crew cabs yes, but:

2023 F150 Regular Cab weighs 4,021 to 4,363 lbs

2023 RAM 1500 Tradesman: 4,765 pounds. 2023 RAM 1500 Tradesman HFE: 4,772 pounds.

2023 Chevy Silverado 1500 single cab 4,410 to 4,750 lbs


2023 Tesla Model X weighs 5,185 to 5,390 lbs

CA has a similar fee for EV's. A lot of states do, has nothing to do with punishing "progressives".

I think the sensible step is to levy an annual fee based on miles traveled since the last inspection and the gross weight vehicle rating on *all* vehicles regardless of powertrain types because that more closely aligns with actual road use. The gasoline tax revenue then should be shifted toward environmental remediation and public health measures.

CA doesn't have inspections. And ICE vehicles are getting taxed twice there. If they're going to do a VMT tax then get rid of the gas tax. Annual fees will be much harder on lower income people too.
