That's probably not too surprising for a state that continues to spend more money on prisons than education.

Just reading the first few replies pretty much sums it up—the cost of housing is not justified. It's ridiculously expensive.

Also the 2/3 requierment to pass a budget and raise revenues in an resposible manner turns me of when it comes to California. Reducing the state legislatur to a minority rule is what the two thirds reuqierments lead to.
