Tough call as those are the two Canadian cities I also have on mind.
It comes down to the type of weather I can handle. Though I have the chance to get away from the east coast's humid summers, I'm not sure if I could handle the alternative of long, wet winters. At the same time, Toronto's winter might be just a little too cold for me, even if it's just a ten degree difference.
When the weather is too cold just put on a down coat with hood, wool cap and thin long johns under the pants and you should be all right. Every winter I see people dress so inappropriately that I have seen people run with their ears covered. It's almost comical. No one voted for California, I see. I have thought of living in N.Y. state but between the taxes and no medical care, I think it would get very expensive.

I was one of those people this past winter in Chicago, which may have been even colder than Toronto. Not once did I wear a hat or even a hood (my head is too big) and nothing covering the ears. I'm one of those people that get hot pretty easily.
