My daughters phone suddenly started racking up charges and she wasnt even using the paticular news ap.
First clue was a text from the phone provider saying she has used 99% of her capacity, a minute later another text saying she is over her band width a third text saying she has incurred a $30 charge for exceeding the band width finally a 4th text saying she will be charged an extra $50 all within 5 minutes. A call to the provider said they can do nothing till the bill has been processed.

Which ap? If it's installed it's likely running in the background, which qualifies it as in use.

I think its called Readit, she has had the phone for 3 months now and never had a problem, why all of a sudden this ap starts going nuts?

Aps misbehave all the time. It could have been an update that cause it, or a bug. I run across the same issue from time to time with battery life. Had an ap for a year or so, it then suddenly would drain my battery in a matter of hours. If she has confirmed it is indeed this ap, remove it, problem solved.
