So I am going to soon upgrade to the Pixel 6 Pro. They come in 128 GB, 256, and 512. I lean toward the 256, but that's just cause I'm an 'in the middle' kinda person.
How do I more logically determine if 256 is sufficient, or whether I should go up to 512?
Get the model that you can afford or would be comfortable with making payments on. The general rule is "more is better" when it comes to internal memory.
How much storage are you using on your current phone? Sufficient? Do you need large amounts of storage free (i.e. DL shows/movies for long flights)?
Exactly. Analyzing your current usage is the most logical way of determining your needs. For example storing an UHD movie on your phone for a plane ride requires quite a bit more space than a document.

I don't watch video (beyond on rare occasions a short video from You Tube) on my phone.
That was just an example. After video, next up is photos. Those two typically take up the most space. The point was you could analyze your current use (learning how to do that if needed) to logically determine your need. In other words, what do you need to store that has you even interested in storage capacity?
On the other hand, if money is no object, why not get the 512?
In that case, I would choose the 512 Gb model without a second thought. It's better to have more than you need than not having enough memory later. Not like a computer where you can easily buy more RAM if needed.

I did a bit of analyzation and find that my current Pixel 4 is just 128 GB and am only using 40% of that. So I've decided to upgrade to the 256, but not the 512.
My first cell phone that had significant RAM (back in the early 2000's, was measured by the Megabyte and my current S21 measures RAM by the Gigabyte. My first personal computer in 1977 only had 16 Kilobytes of memory. Memory needs change over time. In a couple of years, we will probably be using phones with RAM measured in Terabytes based on the current trends.
